山中无老虎,猴子称大王(shan thong wu laohu,houzi cheng dawang) 
The tiger, a ferocious and awe-inspiring animal, rules the mountain. Compared with it, the monkey has no special abilities or authority. However, when the tiger is absent, the monkey will jump out and show its power. This saying, which is somewhat derogatory, implies when there is a lack of talent, an incompetent person will seize the opportunity to become leader.
