According to the Book of Rites, one day Confucius and his disciples passed by Mountain Tai where a woman was weeping bitterly beside a tomb. Confucius asked one of his students to investigate. The woman said tearfully that her father-in-law, her husband and son were all eaten by tigers. "Then why don't you leave since it is so dangerous?" asked Confucius. The woman answered: "Here there is no oppressive govemment." Hearing this, Confucius said to his students: "Remember that tyranny is fiercer than a tiger." Hence Confucius maintained that any ruling party should care for the common people. And civilians would come over and pledge allegiance to the ruling party who adopts a policy of leniency.
