
In July 1921, the Chengdu Police Office, which was monopolized by the warlords in Sichuan, publicized a notice forbidding women from having their hair cut short. This law immediately drew criticisms and resistance from progressive people.
With the popularizing and deepening of the New Culture Movement, shorthaired women could be seen in both the big cities like Chengdu and Chongqing and also in county towns.
