BEIJING, April 8 (Xinhua) -- Julio Cesar Maglione, the Association of the National Olympic Committees (ANOC) vice-chairman, said here on Tuesday he was certain the Beijing Olympics would become the most successful Games in history.

"The preparation of the Games has made Beijing's appearance greatly change for the better," said Maglione, also a member of the International Olympic Committee (IOC). The president of Uruguay's Olympic Committee was in Beijing to lead a delegation attending ANOC's 16th assembly being held April 7-9.

Maglione said some people's proposal of the so-called "Tibetan issue" put forward only four months ahead of the Games was obvious for the achievement of their own goals but under the pretense of the Olympics. He said "he was deeply concerned over the Games".

The discussion about boycotting was a serious mistake itself, he said. "Boycotting would only bring more conflicts," he said, adding the Beijing Olympics should send messages of peace, friendship, understanding and love to the world.

Uruguay would send the best athletes they had to Beijing, he said, adding that while their numbers were small, they could show the best sports competitive level of the country and they could represent the nation's image.

Maglione pointed out Beijing's air quality had improved but it could be better. He was confident the city's air quality "will satisfy all" when the Games open in August.

Jaime Agliati, a senior official with Chile's Olympic Committee, told Xinhua on Tuesday that any attempt to boycott would fail and the Games should never be mingled with politics.

Agliati praised Beijing's preparations, saying the construction of stadiums and infrastructure was "excellent".

"Anyone cannot damage the interest of the Olympics, which is agreed by Olympic committees of 205 countries and regions," he said.
